Download ESRI file:  Right click on        , select Save Target As...  Save and unzip file to desired location.

Follow directions based on icon image
The globe icon with the letters SHP under it represents a GIS shapefile.
Once unzipped, using a GIS viewer, browse to the shapefile to view.

The globe icon with the letters COV under it represents a GIS coverage.
The GIS coverages are zipped ArcInfo interchange files (.e00).  The files need to be imported back into a shapefile before you can view them in a GIS.

Import .e00 file to a shapefile:   There are a few ways to do this.
a.)
ArcMap 9.1 (ArcInfo license)
The Import From Interchange File tool can be found In ArcToolbox under Conversion Tools> Conversion> To Coverage.
b.) ArcView 3.X:
Use the Import71 Utility that is shipped with ArcView. It is located under the ESRI folder (\ESRI\AV_GIS30\ARCVIEW\ BIN32) called Import71.exe. Import71 will create a shapefile which can be read by ArcView.

c.) If you don't have a GIS
1- To import the .e00 file to a shapefile, download Import71.exe from ESRI's website.
2- To view the shapefile in a GIS, download ArcExplorer (free GIS browser) from ESRI's website.
